Our state adopted new national science standards but provided no funding for items needed to teach and learn the new content. Well-funded districts shifted their purchasing to cover their needs for the new standards. For schools with no science budget, like ours, there was nothing to shift.
My students need basic items to understand how to collect evidence and analyze it, with their own hands. Currently, we perform many investigations as virtual (on paper. We don't have regular access to computers) investigations. Having measuring tools and lab kits allows my students to understand that measuring tools and data collection begin the path to answering questions.
