I teach at a Title I school. Many of the students have no motivation to try hard on state testing. These students come to school hungry and tired and trying their best of state test is sometimes not a priority for them. Therefore, it is on the teachers to motivate the students to care about their education and try their best. This can be hard to do. I use the snacks for motivation.
I have Special Education students so they get extended time for state testing. We take frequent breaks and I motivate them to do good and to keep going by offering snacks between breaks.
