In a Special Ed classroom, learning is a blank slate every day. Being able to attend to each students' individual needs can be difficult and giving them a comfortable space to be able to stay focused and on task to complete their assignments independently.
Teaching students the skills to be independent comes with giving them the space to learn those skills through success in the classroom. A rug would give them that place! My students are required to sit in a structured environment all day everyday and my room gives them a chance to "relax" and feel comfortable making those mistakes to become successful.
