Many of my students come from low-income homes but are capable of learning the same concepts as their peers that are in the regular pre-kindergarten program. The regular pre-kindergarten program has more resources.
Students need to be able to work directly with letters in a variety of ways [Play-Doh, letter tiles, pictures], know that alphabet letters produce specific sounds with examples of those words, see community helper figures examples and recognize them, be able to build with a variety of materials, and work with quantities to relate the concept to the number.
