Our Title I school has a high ELL/ESL population, and that percentage is even higher at the primary grades K-2. In my classroom, at least 70% of the students speak a language other than English at home. These learners range from newcomers to the country, to students who are very proficient in English.
As expectations continue to rise in our school, district, state, and country, giving an answer to a question is simply not enough. Students are being taught to communicate their thought processes, opinions, etc. This allows the teacher to better assess skills and knowledge and correct misconceptions earlier. In order to do this, all in the classroom will need to be able to hear the speaker... that's where you come in! :-)
